Subscriptions also received in French colonies and abroad. Loans upon public funds by the National Bank are carefully restricted in amount and duration. It is provided by Article VIII of the existing charter that among the operations of the Bank may be making advances on current account or for short terms upon the deposit of national public securities or other securities guaranteed by the State, within limits and conditions to be determined periodically by the administration of the Bank, jointly with the council of censors, with the approval of the Minister of Finance. Such loans can be made to solvent persons only and for a term not less than ten days nor exceeding four months. Securities will not be accepted for more than four-fifths of their market value and may be sold on the Bourse if the loans are not repaid at maturity. No more than one renewal is permitted, unless by special authority given by the council of administration. Loans for more than ten days may be paid before maturity, with remission of interest for all but two days of the time for which they have yet to run.
